Android 4.1.2 is starting to roll out for the Samsung Galaxy Note 2, and for some models, including mine, people are noticing significant improvements to the maximum levels of brightness.  Some people who have never thought their screen was dim may not notice anything as their maximum brightness was always at full from the factory.  Your mileage may vary.

I also discuss how to make your screen less than minimum dimness with a free app called Screen Filter.  It also saves you battery when you use Screen Filter at night because of the way AMOLED screens use power.  It only uses power as needed unlike something like SLCD.  Power Saving toggle works the same way that Screen Filter does when you're using Power Saving while on your stock browser.
