All Samsung Galaxy Note 3 should come with the Active Apps widget. However, I am getting 2 questions a day because people are having a hard time finding it. I think the problem is that the widget now looks like an app, and people are simply looking in the wrong places. It should be where all widgets are located on your device if your carrier didn't go through the trouble from removing it from your firmware. If it is for some reason not there, try looking inside Samsung Apps and search for "Active Apps" or "appmonitor".
